Production of Forward Neutrons in e p Collisions at HERA High energy neutron events produced at small angles mrad with respect to the proton beam direction have been observed in neutral current deep inelastic ep scattering at the center of mass energy of GeV by the H experiment at HERA These events represent a xed fraction of the total neutral current deep inelastic sample for neutron energies E GeV independent of the kinematical variables Q and xBJ in the range Q GeV and xBJ If the Lepto Monte Carlo which incorporates soft colour interactions is used to correct for acceptance of the ep collisions have a neutron with E GeV while for E GeV and jtj GeV the percentage is independent of the Monte Carlo used to correct for the acceptance Lepto or the one pion exchange Monte Carlo Pompyt The total semi inclusive cross section ep e nX has been measured in the above kinematical range for E GeV and E GeV The small fraction of neutrons with a large rapidity gap indicates that di ractive neutron production is not the dominant mechanism The observed energy jtj and pT distributions are in general agreement with both the one pion exchange Pompyt and soft colour interaction Lepto Monte Carlo models for neutron energies E GeV
